They also did not establish a public field list, refresh cycle, photo rule, or retention period. A commercial page cannot fill those gaps. Its source, update method, and connection to county data may be unclear.
This absence is a key local data fact. It does not mean detention staff lack an internal report. It means the public cannot click an official county link and see a verified list of everyone whose Orangeburg County custody ended today. For an interval report, the custodian must be asked to produce an existing record for exact start and end times. For one person, a call and the underlying booking/release sheet are more direct.

A court decision is one step. Staff still must process the order and check for other holds. A warrant, detainer, or transfer order can keep custody in place or move it to another agency after bond has been approved. Cross County Connection runs two color-coded downtown Orangeburg routes. A full route takes about one hour. Confirm Orangeburg County Release Status
SC VINE, the court file, and the jail record answer different questions. VINE reports a participating agency's custody event. It may be checked by legal name, then refined with a middle initial, date of birth, or offender number when the interface offers those fields. Orangeburg-Calhoun Regional Detention Center is the legacy facility name used in the state coverage list. A matching alert is a strong lead, but it is not the underlying release sheet. Juvenile and mental-health placements also fall outside the stated VINE coverage.
The court record explains legal authority. Select Orangeburg in the South Carolina Judicial Branch case search, then match the charge, case number, and dates. A bond order, dismissal, disposition, or sentence entry may explain why local custody changed. It does not prove the physical release minute. Jail staff establish the actual out time and destination. A person still held at Orangeburg County Detention Center remains in county custody even if bond has been set. Someone transferred to SCDC has left the county jail but remains in state custody. A person released on probation may be in the community under court-ordered supervision. These are separate outcomes, and the agency's own release term should be preserved.
